On behalf of the Board, I seek your review and comment on a strawman
data policy. This draft contains some key changes :
All archived GNSS data are open, unless the sponsor stipulates an
embargo - presumably in the award letter. This eliminates the
distinction between campaign and continuous data that has become
increasingly blurred. An alternative that was reviewed included a
distinction based on data download mechanism - remote or by site visit
(some are now calling download either passive or active).

In response to your comments, ethical standards are also noted in this
draft, with links to publication guidelines for AGU and GSA. The cited
professional society standards imply that publication of others’ data
requires co-authorship or appropriate citation. AGU also provides for
"publication" and citation of data sets in national archives such as
UNAVCO’s, allowing formal attribution of submitted data sets. It would
be helpful to know if this citation mechanism is of interest to the
community so that we could establish the needed numbering system.

Please read both the policy and the acknowledgments and attribution
sections. This change would be significant, and we would like to hear
your thoughts - if at all possible by October 12.
